Meet the Program Leadership and Core Faculty

Nekesha Oliphant, MD, CPE is board-certified in Family Medicine and Psychiatry. She completed the Family Medicine Residency at UPMC McKeesport and the Psychiatry Residency at Western Psychiatric Institute and Clinic in Pittsburgh, PA. She is currently the Chair of Psychiatry for JPS Health Network, Acclaim Multispecialty Physician Group, and the Affiliate Chair of Psychiatry for UNTHSC Texas College of Osteopathic Medicine. Additionally, Dr. Oliphant serves as the Medical Director of Grapevine Valley Hope Treatment Center and on the Elsevier Primary Care Practice Update Advisory Board.
Dr. Oliphant was voted Physician of the Year for JPS Health Network in 2023. Other awards include Outstanding Leader, Fort Worth Top Doc, Texas Rising Star, Super Doctor, Department of Psychiatry Educator of the Year, and Department of Psychiatry Physician of the Year.

Dustin Stonewall DeMoss has split time between Texas and Louisiana for his entire life. Shortly after his birth near Galveston, Texas, his family moved to a small town in Louisiana where he spent the first 12 years of his life cheering for the New Orleans Saints. Upon moving back to Texas, he graduated from high school, college, and ultimately medical school at the Texas College of Osteopathic Medicine in 2009. After medical school, he moved back to Louisiana to attend residency at Tulane University’s Internal Medicine and Psychiatry combined residency program. He was the first resident back to this program after Hurricane Katrina forced its closure in 2005. After his 1st year in the program, he became chief resident and remained in this position for the subsequent four years and oversaw the programs return to its full capacity; earning the nation’s top award (the Martin Fenton award) for combined residents across the country along the way.
After graduating from residency, he and his family moved back to Fort Worth where he initially learned Medicine and Psychiatry so that he could have the opportunity to give back to the hospital and community that has invested so much in him. Since coming back to JPS in 2014, Dr. DeMoss still roots for the Saints and has worked in nearly every clinical setting JPS has to offer. This wide experience, in combination with his passion for research and education, has truly prepared him to be a great mentor and leader for the department of psychiatry and behavioral health as the JPS Psychiatry Residency Director. Along Dr. DeMoss’ path to his current position as the Residency Training Director and Vice Chair of Education for Psychiatry, he has amassed numerous awards for teaching, clinical care, and research. Most recently, he was awarded the JPS Humanitarian Award for his efforts in leading the development of JPS’ first Substance Use Disorder clinical service line.

Dr. Malik Umer Farooq completed his medical education in Pakistan, where he undertook medicine and surgery during his intern year. Dr. Farooq then completed his psychiatry residency training at JPS Health Network, followed by a Child and Adolescent Psychiatry (CAP) fellowship at UT Southwestern in Dallas, TX. Throughout his fellowship, Dr. Farooq gained leadership experience as the chief fellow and returned to JPS after graduation to work in various areas of behavioral health, while also holding the positions of Medical Director of Inpatient Services and Assistant Program Director for the general Psychiatry Residency training program. Dr. Farooq has now embraced additional leadership responsibilities as the Vice Chair of Clinical Operations for Behavioral Health and Psychiatry.

Born in Pakistan, Dr. Mehreen Khan earned her medical degree from Foundation University Medical College. After completing a medical and surgical internship at Fauji Foundation Hospital, she pursued a master’s in healthcare administration at the University of Maryland. This educational foundation enabled her to work in various nonprofit organizations as a healthcare administrator, where she cultivated a passion for treating patients.
Her dedication to patient care led her to complete a psychiatry residency at JPS Health Network, followed by a fellowship in Consultation-Liaison Psychiatry at UT Southwestern in Dallas, Texas. Throughout her career, she has also gained experience in clinical and academic research.
Dr. Khan was recognized for her contributions to the medical community with many awards, including the AMWPA Excellence in Mentorship Award in 2024, and the Excellence in Teaching, Research, and Scholarship Award from the Graduate Medical Education Annual Research Symposium in 2023.

Dr. Emily K. Sandlin, MD, MPH received her Bachelor of Science in General Health Sciences from Purdue University. She went on to pursue a Master of Public Health from Indiana University, completing a dual concentration in Health Education and Epidemiology. Her Medical Degree was earned from the University of Louisville, and she completed her psychiatric residency training at UT Southwestern in Dallas, TX. She is board-certified in General Psychiatry through the American Board of Psychiatry and Neurology, as well as in Addiction Medicine through the American Board of Preventive Medicine. She has been with JPS Health Network since 2019 and has practiced within the settings of Adult and Adolescent Inpatient Units, Adult Outpatient Medical Homes, and has now landed with the Psychiatric Consult Liaison Service within the main hospital. She finds that one of the best parts of her job is mentoring psychiatric, family medicine, and internal medicine residents, as well as medical students and pre-medicine students. This has led her to the position of Associate Program Director of the psychiatry residency program. She has a passion for teaching the psychotherapeutic aspects of psychiatric care, encouraging the development of the heart and soul aspects of the profession. In her spare time, she enjoys her Boston terriers, cats, gardening, rock climbing, scuba diving, and skiing.
